On one hand, starting from January 1, a new electricity billing model comes into effect, the so-called net billing, which makes feeding surplus energy into the grid less profitable than before. Why is 2026 a favorable year for solar power plants?
Instead of the previous net metering, where you "loaned" surplus energy to the grid for free, you will now pay full network charges and fees on the energy fed in. However, precisely because of this, the Environmental Protection and Energy Efficiency Fund (FZOEU) is planning a new large call in the second quarter of 2026 with an emphasis on battery systems.

- The Fund offers co-financing for solar power plants to natural persons who are owners/co-owners of existing family homes for investments in renewable energy sources and batteries
- Eligible costs are considered those incurred after the publication of the public call.
(Note: Based on current information, several FZOEU calls for photovoltaic installations in family homes were active or reopened in 2025, often providing up to 600 EUR per kW installed capacity, with support up to 50% of eligible costs. Co-financing the costs of preparing documentation for application to the FZOEU public call for encouraging the installation of photovoltaic power plants in family homes in the area of the City of Varaždin
- The public call is open until June 30, 2026, or until the funds are used up, whichever occurs first
- Beneficiaries: citizens of the City of Varaždin with residence in the area of the City of Varaždin who have not been granted co-financing from the City of Varaždin budget for the same cost in previous years
- The City offers co-financing of the costs of preparing the Main Project for the installation of photovoltaic power plants at 75% of eligible costs, up to a maximum of 400.00 EUR
Increasing energy efficiency of family homes in the area of the City of Ivanec
- The public call has been published and ends with the publication of a notice of closure of the public call
- Beneficiaries: natural persons/citizens who are owners or co-owners of family homes and have residence at the address where the project is implemented. Check additional conditions at the link
- The City offers co-financing of photovoltaic systems at 10% or up to a maximum amount of 1,327.23 EUR per application
Public call for co-financing energy renovation measures of existing family homes by installing systems for the use of renewable energy sources in the area of the Municipality of Cestica
- Non-repayable financial resources can be requested until December 31, 2026, or until the available budget funds are used up
- Beneficiaries: owners/co-owners of family homes who have residence at the address of the family home
- The Municipality of Cestica co-finances up to 50% of the amount of the user's own participation in the investment, up to a maximum of 1,050.00 EUR for photovoltaic power plants without using funds from other public sources
- or 700 EUR if funds from other public sources are used
Energy renovation of family homes in the area of the Municipality of Rešetari
- The public call has been published and lasts until the funds are used up or until the end of November 2026, whichever occurs first
- Beneficiaries: natural persons who are owners or co-owners of family homes and have residence at the address of the subsidized facility
- The Municipality of Rešetari co-finances 10% of the costs up to a maximum amount of 1,327.23 EUR
Allocation of non-repayable funds for the preparation of the main project for a solar power plant in households in the area of the City of Prelog
- It is planned to co-finance 20 main projects each year. The call is open until 2027 or until revocation
- Beneficiaries: natural persons who are owners or co-owners of existing family homes in whose name the metering point/connection is registered
- Co-financing of 5,000.00 EUR per year, the maximum amount of non-repayable funds that can be achieved in an individual application is 250.00 EUR
Co-financing of photovoltaic power plants in the area of the Municipality of Omišalj
- Applications for co-financing can be submitted until the available budget funds for 2026 are used up, but no later than November 1, 2026
- Beneficiaries: natural persons who are owners/co-owners of family homes or multi-apartment buildings and have registered residence in the same
- The maximum amount of co-financing is 2,500.00 EUR per installed photovoltaic power plant with a capacity of 11.01 to 30.00 kW
Co-financing the preparation of project documentation, procurement of equipment, and execution of works for photovoltaic power plants in the area of the City of Umag
- The public call lasts until the allocated funds are used up, and at the latest until December 1, 2026
- Beneficiaries: natural persons who are owners or co-owners of houses with residence in the area of the City of Umag
- Per family home, co-financing of 100% up to a maximum of 600 EUR can be achieved for the preparation of an energy certificate and energy audit report, as well as for the preparation of the main electrical project for a photovoltaic power plant
- or 40% up to a maximum of 3,000.00 EUR for the measure of co-financing the procurement of equipment and execution of works for installing a photovoltaic power plant for own consumption
How to make the most of this co-financing for solar power plants?
Some public calls allow retroactive co-financing, i.e., reimbursement of funds for solar power plants installed and commissioned in 2024 and 2025.
