Croatia, like many other countries, has recognized the importance of investing in renewable energy sources. To ensure energy self-sufficiency, reduce dependence on fossil fuels, and mitigate the increasing market fluctuations, investing in solar power plants is currently the most favorable option.
This is confirmed by the fact that numerous cities and counties are actively announcing public calls for incentives related to solar power plants.
Particularly for households, these incentives significantly facilitate the decision to invest in solar power plants. Various subsidies and incentives are available to finance a certain level of investment costs in solar power plants.

Available incentives for solar power plants
Competition for the Implementation of Measure 73.03. Use of Renewable Energy
A competition has been announced for the implementation of Measure 73.03. Use of renewable energy from the Strategic Plan of the Common Agricultural Policy of the Republic of Croatia for 2023–2027.
The available amount of support funds in the competition is 10.000.000 euros. The minimum support amount per project is 15.000 euros, while the maximum is 300.000 euros. Public support covers 65% of the total eligible costs, with the possibility of increasing it to 80% (for investments by young farmers).
The deadline for submitting applications is from March 4, 2024, to April 4, 2024.

City of Čakovec
A public call for co-financing the construction of a solar power plant for the personal needs of family homes has been announced for the City of Čakovec, specifically related to expenses incurred during the year 2023. Existing buildings can be subject to subsidization.
Eligible costs for this public call include the procurement and installation of systems with grid-tied inverters for the production of electricity for households, i.e., for the household's own consumption, with installed capacities up to 10 kW.
The co-financing costs are provided as non-refundable financial support of up to 50% of the total eligible costs, up to a maximum amount of 2000 euros per household.

Public call for incentives for the installation of photovoltaic power plants in family homes (EnU-4/23)
The public call for co-financing the installation of PV power plants for the production of electrical energy for own consumption on the roofs of family homes or on existing auxiliary buildings located next to the family home has been enabled (with a minimum efficiency level of installed PV modules of at least 18%).
The application is only available for natural persons, i.e., owners of family homes, who, at the time of commissioning photovoltaic power plants, resided in them. Funds are available for power plants that are installed and commissioned during the year 2023 (specifically from January 1st) and cover up to 50% of eligible project costs.
The public call is open until the end of this year or until the allocated funds are exhausted.

Varaždin County
Varaždin County has approved a public call for the allocation of non-repayable funds for the use of renewable energy sources in family homes. Individuals residing at the property address within the Varaždin County area can avail co-financing for a solar power plant.
The deadline for applications is until December 15, 2023, or until the available funds are exhausted.

Medulin Municipality
The Medulin Municipality has issued a public call for incentives for the development of the main project, as well as the procurement and installation of a solar power plant. The project development is subsidized at 40% of the maximum justified cost (of 500 euros), and for the installation of the solar power plant, also 40% of the maximum justified cost of 5,000 euros.
Costs incurred after the public call announcement until December 1, 2023 (or 12 months before the public call announcement) are eligible for co-financing.
Furthermore, the public call is open until the funds are exhausted or at the latest until December 1, 2023.
Istria County
Istria County has announced a public call for subsidizing the development of project-technical documentation for the installation of solar power plants for electricity production in households.
The public call includes the development of the main project for household solar power plants with a capacity of up to 10 kW, with a subsidy of 50%, up to a maximum of 400 euros with VAT. Furthermore, the development of an energy certificate and a report on the energy inspection of the household is subsidized, provided that the household has applied for the subsidization of the main electro-technical project of the solar power plant or with proof of possession of the main electro-technical project.
The subsidy amounts to 50%, up to a maximum of 200 euros with VAT.
The application deadline is from the date of the public call announcement until November 10, 2023.
Ivanić Grad
Ivanić Grad has announced a public call for co-financing the development of the main project of a photovoltaic power plant in households in 2023.
The donation amount is up to 70% of the total eligible costs, up to a maximum of 300 euros. The public call is open until October 27, 2023, or until the available funds are exhausted.
Municipality of Omišalj
The Municipality of Omišalj has announced a public call for granting incentives for the procurement and installation of equipment for rooftop photovoltaic power plants. All costs incurred after the public call up to December 10, 2023, are covered. The total incentive amount is 2,000 EUR per installed photovoltaic power plant.

City of Kastav
The City of Kastav has announced a public call for granting incentives for the development of main projects for solar power plants. Incentives for solar power plants can be used for costs incurred from January 1, 2023. Furthermore, the amount is 50% of eligible costs, up to 1,500 EUR. The support can be utilized until November 30, 2023, or until funds are exhausted.

Municipality of Vrsar-Orsera
The Municipality of Vrsar-Orsera has announced a public call for granting incentives for the development of main projects for solar power plants in households. The subsidy will amount to 50%, up to a maximum of 270 EUR including VAT. The call is open until November 1, 2023, or until funds are exhausted.
City of Cres
The City of Cres has also announced a public call for granting incentives for the procurement and installation of solar power plants. The incentive amount for photovoltaic power plants will be up to 40% of the total investment, up to a maximum of 700 EUR. Funds are allocated until November 15, 2023, or until funds are exhausted.
City of Makarska
The City of Makarska has announced a public call for submitting requests for co-financing projects related to renewable energy sources in family houses for the year 2023. Each family house can be co-financed up to 5,000 EUR. The call is open until December 1, 2023, or until all funds are exhausted.
City of Labin
The City of Labin offers subsidies to entrepreneurs and craftsmen for the main project of solar power plants. Requests can be submitted until November 1, 2023, or until all funds are exhausted. Non-refundable support of up to 50% is planned, with a maximum amount of 1,400 EUR per entrepreneur or craftsman.
City of Prelog
The City of Prelog provides incentives for the development of main projects for solar power plants in households for the year 2023. The non-refundable amount per project is 225 EUR. The public call is open until the end of the calendar year or until funds are exhausted.
City of Umag
The City of Umag provides incentives for the development of main projects, covering 50% of the cost, up to a maximum of 400 EUR. Additionally, the city subsidizes the production of energy certificates by 50%, up to a maximum of 200 EUR. Incentives for solar power plants are available until all funds are exhausted.
Municipality of Štrigova
The Municipality of Štrigova has announced a public call offering incentives of 40% of the total eligible costs, up to a maximum of 3,000 EUR. The call is open until November 15, 2023, or until funds are exhausted.

Karlovačka County
Karlovačka County has announced a public call for co-financing the development of project-technical documentation for the construction of solar power plants. The call is open until October 31, 2023, or until funds are exhausted. The support amount covers up to 100% of the project-technical documentation costs, up to a maximum of 7,000 EUR. The allocation of incentives is intended for micro, small, and medium-sized enterprises, as well as trading companies and individuals – craftsmen.
